MVLP’s work in many ways represents the work of the civil legal aid community in Oklahoma statewide, focusing especially on 14 rural counties in Central Oklahoma. The service area includes counties in South and Western Oklahoma, along with those in Central Oklahoma. The need for our services is critically important in these areas, because the State CAP established by the Oklahoma Bar Association is limited to predominantly urban counties in Northeastern Oklahoma. While critical needs are certainly present in those counties, which experienced a devastating reduction in services in 2013, the reality is that a staggering number of low-income residents in Oklahoma are still without needed legal protection .
MVLP has two staffed offices, one in Stillwater and one in Oklahoma City. Although the agency serves a much larger area than just Payne County, many of the agency’s clients reside in Payne, with 348 legal aid matters opened from January 1 to June 30, 2016 alone. From January 1, 2013 through December 31, 2015, MVLP assisted a total of 1,141 clients in Stillwater.
I recently had an opportunity to visit the Stillwater office. I had assumed there would be a dozen or so clients in the waiting area, but when I arrived there was not a single client on the premises and the office was quiet. The Stillwater staff keeps busy coordinating outreach services throughout the region, conducting outreach at numerous venues and locations across Payne County. They have also offered extremely popular legal clinics in Perkins and Guthrie. The staff of two coordinates this work, and the only barrier they face is an abundance of hard work and commitment to help as many clients as possible effectively address their legal needs.
Legal Aid services are vital to maintaining and expanding rural communities. The synergies created by bringing clinic services directly into communities not already served by numerous public interest attorneys results in a huge impact in increasing access to justice for those who need it.
